(Rice) When we deploy, generally we go to a specific area that we've been assigned and we will patrol in conjunction with other Coast Guard units or sometimes we will be independent.
(Rice) In the case where we are patrolling and looking for other vessels to board, we are responsible for enforcing marine safety requirements. We also inspect vessels to make sure they don't have any contraband on board.
(Rice) Miss Bacayo, we don't need to get on the other quarter, just ease in a little bit closer. I don't want to steal any of his wind.
(Narrator) An unidentified has been spotted which apparently has no radio. The boat is assumed to be Haitian and the people on board are assumed to speak French.
(Narrator) The Captain decides to send a law enforcement team to investigate the sailboat. The Mohawk is readied for Law Enforcement Phase One and the law enforcement team, also called the boarding team, reports to the bridge to be briefed by the Captain.
(Rice) There are four people on deck as far as we can see. There is nobody else visible. We don't see any heads popping up out of the cabin, so I don't think they have any migrants on board. But, we don't know what there nationality is. We don't even know if they speak English. They don't have a radio on board. We can't see any antennas, at least.
(Felger) If we can't establish communication, do we have anyone who speaks French?
