(Narrator) As in all military organizations, the Coast Guard observes a strict chain of command. At the bottom of the chain is the ships crew -- the enlisted personnel. The enlisted personnel report to the Chief Petty Officers, who report to the Division Officers, who report to the Executive Officer, who reports to the Commanding Officer, who is, regardless of rank, always addressed as "Captain."
