(Meuse) It doesn't appear that they have any antennas on board. We can't establish radio communication with them. This is the game plan: We see four people on board. It doesn't appear to be transporting migrants. We have McKinley with us, in case they're speaking French. She took four years of French in high school, so I feel fairly confident.
(Grove) The first question is, "Am I speaking to the master of the vessel?" How do you say that?

(McKinley) Well, I'll have to improvise. I've only taken French for a couple of years, so, I'll probably ask him, "Who's the man of the ship?" Qui est l'homme de la vessel? It's very simplistic.
(Grove) What is your date of birth and your citizenship?

(McKinley) Quel est le date de naitre et le citizenship?
(Boatsman) Come on down, gentlemen. Ready for the boarding team. Lets go.
(Narrator) The size of the boarding team is determined by several factors: the over-all assessed risk of boarding the vessel, the vessel's size and the current sea conditions.
(Narrator) Boardings are always conducted from a small motor boat, called an RHI or Rigid Hull Inflatable. As it's name indicates, the boat's hull is solid, surrounded by an inflatable rubber side.
(Narrator) The inflated rubber prevents damage to other boats during the boarding process.
